Floating artifacts and voluntary certifications

Ensuring the buoyancy of floating devices is an essential issue for the local authority and tourism company. It is a guarantee of quality and safety for users.

What is

a voluntary certification?

For the marketing of floating devices (hammocks, kayaks, pedal boats, etc.) there is no EC regulation, but there may be implementing rules that allow the verification of minimum safety and user information requirements.

Similarly, for some components installed on boats, such as water tanks, there is no EC regulation either.

If a manufacturer wants to demonstrate to the market and the authorities the suitability of his product, he will need a third party certification, which ensures the independence of the certification.

Eurocontrol assesses the conformity of the product according to UNE, EN, ISO, SAE, or other countries' standards. In each case, the appropriate measurements and tests are carried out.

In the absence of applicable standards, even partially, Eurocontrol can develop specific procedures for each specific case, based on similar standards or at the manufacturer's proposal.

Evaluation and certification of various components

CE marking of components: Conformity assessment prior to marketing is required for the components expressly mentioned in Annex II of Directive 2013/53/EU when they are manufactured independently.

  • Fire protection for inboard and outboard engines.
  • Mechanism preventing the starting of outboard engines when any gear is engaged.
  • Steering wheels, steering gear and cable assemblies.
  • Fuel tanks and hoses.
  • Prefabricated portholes and hatches.

If manufactured by and for the shipbuilder's own shipyard for the vessel to be placed on the market, components 3, 4 and 5 are covered by the CE marking of the vessel.

For the marketing of boat components not included in the above list (pumps, fans, tanks, hoses, ...) there is no CE regulation. If a manufacturer wants to demonstrate to the market and to the authorities the suitability of his product he will need a third party certification, which ensures the independence of the certification.
