What is the
CE marking of a lift?
In order to be put into service in any member state of the European Union, lifts must bear the CE marking as evidence of compliance with the essential safety requirements of Directive 2014/33/EU.
RD 203/2016 transposes Directive 2014/33/EU into Spanish law, which amends and replaces Directive 95/16/EC.

The CE certification issued by Eurocontrol certifies conformity with Directive 2014/33/EU.
The certification starts with an application for intervention by the lift installer.
The applicant or his authorised representative will have to provide the minimum supporting documentation indicated in the application and/or by the inspector in order to be able to carry out the assessment.
Upon receipt of the documentation dossier, the documentary review and design assessment will be carried out in accordance with the submitted documentation. In addition, an inspector qualified in the requested conformity assessment procedure will carry out an inspection visit, which may include different measurements and/or tests.
Access to the facilities for tests or trials shall be the responsibility of the applicant, as well as any modifications or corrections that may be necessary to obtain certification.
After assessing the conformity of all the essential requirements applicable (Annex I of RD 203/2016), the corresponding certificate is issued accrediting the lift's conformity with the Directive.
Which conformity assessment procedures can be used?
Directive 2014/33/EU establishes several conformity assessment procedures based on the modules established in the aforementioned Directive.
Safety components of lifts defined in Annex III of RD 203/2016
- Module B (Annex IV.a): EU type-examination of safety components for lifts
- Module C (Annex IX): Type conformity with random checks for safety components for lifts
- Module E (Annex VI): type conformity based on product quality assurance for safety components
- Module H (Annex VII): conformity to type based on full quality assurance system for safety components for lifts
Lifts
- Module B (Annex IV(b)): EU type-examination for lifts
- Module C (Annex V): final inspection of lifts
- Module D (Annex XII): conformity to type based on the production quality assurance system for lifts
- Module E (Annex X): conformity to type based on product quality assurance system for lifts
- Module G (Annex VIII): conformity based on unit verification
- Module H (Annex XI): full quality system plus design examination based conformity for lifts
The intervention of a Notified Body is required, and its role will depend on the selected conformity procedure.
Eurocontrol is accredited by ENAC in conformity assessment procedures for B, C and G lifts.
Compliance with the essential requirements
It is up to the manufacturer to meet the essential safety requirements specified in the Directive. For this purpose, he may have recourse to harmonised standards, which confer presumption of conformity, or to the use of other standards with the following priority specified by the Directive
- Harmonised standards developed by CENELEC
- International standards elaborated by CEE-el, IEC
- National standards of the Member State concerned
Finally, in the absence of a harmonised standard, manufacturers may choose to refer to a notified body so that they can assess conformity with the essential requirements of the Directive.
