The regulation unifies values and actions in the event of high pollution episodes, seeks greater transparency in the resolutions of integrated environmental authorisations and revises the financial guarantees relating to waste management.
Thanks to the implementation of its Origen plan, the Islazul Shopping Centre, which is located on the outskirts of Madrid, has effectively managed to save more than 4 million litres of water per year and reduce the average consumption per visitor from 11.69 litres in 2015 to 10.14 litres currently. One of the plan’s objectives is to comply with one of the 17 sustainable development goals set up by the UN and to comply with the authoritative order for efficient water management established by the City of Madrid for industrial, commercial and service facilities whose consumption is equal to or greater than 10,000 m3 per year. 

Eurocontrol's teams supported the Islazul Shopping Centre to establish and implement two sustainable water management plans (2015-2019 and 2019-2022 periods) and carry out an audit of water use every two years.

The modifications introduced in the regulation seek greater transparency in the resolutions on integrated environmental authorisations, preventing the exclusive use of electronic media from being a barrier to public access to these resolutions.

 

To this end, it establishes that they are to be posted on the notice boards of the town councils where the installations covered by the IEAs are located. In addition, the autonomous communities and the cities of Ceuta and Melilla must publish on their websites the resolutions on the granting, modification and review of integrated environmental authorisations.

 

In terms of deadlines, the period for issuing the decision to review the authorisation has been reduced from six to five months.


Royal Decree 208/2022 on

financial guarantees for waste

The new regulation clarifies the application of Article 3.3 of Royal Decree 208/2022 regarding the determination of the financial guarantee corresponding to waste managers in the field of environmental liability, which had given rise to certain doubts.

In addition, it revises the criteria for determining the amount of the guarantee for certain waste treatment and storage facilities and for managers of construction and demolition waste and steel slag.
