IPMVP - International performance measurement and verification protocol

Energy performance and energy efficiency are two concepts that should not be confused. They provide an accurate picture of the energy performance of buildings, housing and equipment. Measuring energy savings allows us to keep a roadmap and really measure the impact on the environment.
At a time when energy efficiency is becoming a major issue, the IPMVP is a protocol for calculating, monitoring and promoting the energy savings of a building that has benefited from energy saving measures (energy rehabilitation, etc.).

What is

IPVMP?

n order to measure energy efficiency, it is first necessary to measure the absence of energy consumption. Every measure taken to save energy leads to a reduction in energy consumption. In other words, this reduction is an absence of energy consumption. And this is precisely what the IPMVP seeks to calculate: calculating the absence of energy consumption means calculating the energy savings obtained thanks to the measures implemented. 
The IPMVP protocol proposes a methodology based on a comparison of two periods:
A baseline period, during which data on the energy consumption of the buildings is collected and analysed, to serve as a basis for comparison.
A follow-up period: after the implementation of the actions (rehabilitation works, etc...) the energy consumption is measured and analysed in order to evaluate the evolution of the consumption, to deduce the savings made thanks to the works.

 

The IPMVP calculation methods allow energy service companies and their clients to determine together a personalised M&V (Measurement and Verification) plan. Whether it is implemented as part of an Energy Performance Contract or not, the IMPVP always keeps the same fundamental principles:

  • Accuracy and completeness of reporting
  • Conservative estimation of assumptions
  • Consistency and relevance of monitoring
  • Transparency of documentation

 

As the IPMVP is an experienced protocol, it requires specific knowledge. The CMVP (Certification Measurement and Verification Professional) certification attests to a good mastery of the IPMVP protocols, a guarantee of quality and reliability.

  • Drafting of Measurement and Verification Plans for EPC projects and contracts, signed by EVO accredited technicians in IPMVP EVO 10000-1:2016 protocol.
  • Preparation of energy savings monitoring reports according to Measurement and Verification Plans in accordance with IPMVP EVO 10000-1:2016 protocol.

It is of vital importance that, in these cases (EPC or pilot test with energy savings device), an objective and independent external entity correctly determines the energy savings, as they are not physically quantifiable (the absence of consumption cannot be measured, green line in the image).

 

Eurocontrol has professionals certified in CMVP by EVO (Efficiency Valuation Organization) to carry out Energy Savings Measurement and Verification Plans according to the IPMVP EVO 10000-1:2016 protocol (International Performance Measurement and Verification Protocol), internationally recognised as the methodology for evaluating energy savings.

Monitoring and control of energy consumption
