Reports for Hydrographic Confederations

We carry out non-regulatory reports with a view to requesting authorization for navigation in continental waters.

What is a report for

To navigate in continental waters (rivers and reservoirs) it is necessary to obtain an authorization from the competent body.
Depending on the organization, it is required to obtain it:

  • Valid Certificate of Navigability issued by the DGMM or
  • Independent technical report that certifies the suitability of the vessel.

In both cases, Eurocontrol prepares the report in the terms required by each regulation, either to obtain the Certificate of Airworthiness or to prove suitability.

There are various bodies with powers in inland water navigation: the Hydrographic Confederations cover most of these waters, but certain areas are the responsibility of City Councils or Autonomous Communities.

With slight variations, all agencies require an Owner Responsibility Declaration with clauses such as the following:

  • He will be responsible for ensuring that his boats comply with current legislation regarding their stability, safety elements that they must have and their good state of conservation.
  • It will carry out navigation having as many authorizations as may be necessary from other Administrations, Central, Autonomous or Local, from which the declarant is not exempt from obtaining.
  • It has a certification that certifies the characteristics of the boat, which indicates: brand, model, serial number, length, beam, capacity and maximum allowable power. It may be issued by the Maritime Inspection (Ministry of Public Works) or any Authorized Inspection Collaborating Entity, by the selling company, by the manufacturing company or by a competent technician, indicating in the latter case the position or position held and qualifications. It must be in the declarant's possession at the time of navigation.
  • It has a certification that certifies the characteristics of the operating/electric motor, where appropriate, indicating: brand, model, serial number, nominal power. Also, if it is an explosion: operating cycle (2T or 4T), year of manufacture and combustion system (injection or carburation). It may be issued by any Authorized Inspection Collaborating Entity, the selling company, the manufacturing company or the competent technician, indicating in the latter case the position or position held and qualifications. It must be in the declarant's possession at the time of navigation.

Renewal of navigation authorization

For vessels that already have authorization from the basin organization, but need renewal:
 
  • If the boat is a pleasure boat, Eurocontrol can renew the Certificate of Airworthiness or the Certificate of Registration at the time of the inspection (See section TECHNICAL INSPECTION OF BOATS)
  • If the vessel is a passenger vessel and is registered as such in the Ship Registry of the General Directorate of the Merchant Marine, this body will renew the certificates. (See the following specific paragraph)

Technical inspection service for passenger vessels

Those that carry more than 12 passengers are considered as passenger vessels. These vessels require annual proof of suitability. Eurocontrol offers a flexible inspection service, which includes a general review of the vessel's certificates. The service may include:



A) Reconnaissance afloat:

  1. Stability check.
  2. Verification of freeboard marks and structural closures.
  3. Passenger Ship Security Check.
  4. Nautical Material Recognition Check.
  5. Verification of the Certificate of Navigability: Hull afloat, machinery and electrical installation.
  6. Verification of the Certificate of Maximum Number of Passengers and Crew.
  7. Verification of the Radioelectric Safety Certificate (if applicable).

 

B) Dry recognition:

 

  1. Tail shaft check.
  2. Dry hull recognition.
  3. Special recognition (if applicable).

These checks can be carried out in different phases in order to facilitate the operation of the ship or as a technical report to submit to the basin organization.
They can also serve as a step prior to the renewal of the certificates by the General Directorate of the Merchant Marine, but they do not replace the regulatory inspection which, in the case of passenger vessels, must be carried out by inspectors from said General Directorate.
