What is the regulation for
transport of dangerous goods?
There are different regulations regulating the transport of dangerous goods by road, air, sea, and rail in Spanish territory, which establish the conditions necessary to guarantee safety in the transport of these substances.
In addition to the Spanish regulations, there are different international standards that impose strict controls on the different means of transport :
- ADR : International Carriage of Dangerous Goods by Road
- RID : International Regulations for the Transport of Dangerous Goods by Rail
- IMDG : International Maritime Dangerous Goods Transport Code
- IATA : he National Regulations on the safe transport of dangerous goods by Air
Transport of Dangerous Goods
by Road - ADR
Eurocontrol carries out the following regulatory inspections in this area:
ADR - Inspection of vehicles, containers and tanks intended for the transport of dangerous goods by road.
Types of inspection
- ADR audit of manufacturers or repairers: Conformity with the type and audit of the manufacturing or repair process in workshop).
- ADR inspection of vehicle (tractor unit): Initial, Periodic and Extraordinary due to repair or modification.
- ADR inspection of vehicle (tank): Initial, Periodic, Extraordinary after repair or modification and Inspection of used tank with foreign homologation (import).
Periodicity
- Fixed refrigerated gas tank: initial, extraordinary, intermediate every 2.5 years, periodic every 5 years.
- Fixed tank for other goods: initial, extraordinary, intermediate every 3 years, periodic every 6 years.
- ADR vehicle: initial, annual.
- Refrigerated gas tank container: initial, extraordinary, first intermediate inspection after 4 years and periodic after 8 years, then intermediate every 6 years and periodic every 12 years.
- Tank container for other goods: initial, extraordinary, intermediate every 2.5 years, periodic every 5 years.
IBCS - Inspection of large bulk containers intended for the transport of dangerous goods by road.
Types of inspection
- Prototype IBC inspection: Conformity to type.
- IBC audit at manufacturers or repairers: Manufacturing process or workshop repair.
- IBC container inspection: Initial, Periodic and Extraordinary after repair or modification.
Periodicity
- Initial
- Periodic: every 2.5 years and every 5 years.
Containers and packaging - Inspection of containers and packaging intended for the transport of dangerous goods by road.
Types of inspection
- Conformity to type.
- Conformity with production.
Periodicity
- Conformity with production: every two years.
Transport of Dangerous Goods
by Rail - RID
The inspection of tank wagons and tank containers for the transport of dangerous goods by rail is regulated by Royal Decree 412/2001 of 20 April 2001, which regulates various aspects related to the transport of dangerous goods by rail, and by the RID: International Regulations concerning the International Carriage of Dangerous Goods by Rail.

- Initial inspection
- Periodic inspections
- Extraordinary inspection due to repair, modification or accident that has affected the safety of the depot or its equipment
Periodicity
- Refrigerated gas tank wagon or container: initial, extraordinary, intermediate every 6 years, periodic every 8 years the first one and every 12 years the following ones.
- Tank wagon or container for other goods: initial, extraordinary, intermediate every 4 years, periodic every 8 years.

Regulated by Royal Decree 1388/2011, of 14 October, which lays down the provisions implementing Directive 2010/35/EU of the European Parliament and of the Council of 16 June 2010 on transportable pressure equipment.

Transport of Dangerous Goods
by Sea (IMDG) and Air (IATA)
The inspection of containers intended for the transport of dangerous goods by sea and air is regulated by the International Maritime Dangerous Goods Transport Code (IMDG Code), according to the Ministry of Transport Order of 10 June 1983 and subsequent amendments and by Royal Decree 1749/1984 of 1 August 1984 approving the National Regulations on the safe transport of dangerous goods by air.

Containers for
multimodal Dangerous Goods - CSC
Royal Decree 2319/2004, which establishes the safety standards for containers in accordance with the International Convention on Container Security (CSC), develops the requirements for the inspection and control of the safety of cargo containers used for the transport of goods. Within this scope, Eurocontrol's accreditation as an inspection body extends to the following inspections:
- Audits for registration of container manufacturers
- Certification of type conformity
- Certification of conformity of type variants
